I agree that caution should be exercised, but I'm a military approach kind of gal, so I would probably march up to said dog walker and snatch my dog back. Then I'd dare them to call the cops. But that's just me.
This is an amazing lead, and she doesn't want to scare them into hiding, so I agree about being very careful.
