Welcome to Yorkie Talk. The best investment I made was buying the book, "How to House Train Your Dog in Seven Days." It does take longer than 7 days, and especially with yours being so young, but it works. Definitely do not give your puppy run of the house. Keep him in a bare-floor area for playtime, feeding, potty. When he's older and is getting better at using the puppy pads, then afford him a bit more running room, but supervised. I know what you mean about it being too cold out. Same here. Sydney is puppy pad trained. She's seven months and still can have an accident. If we have to leave her at home, we leave her in her crate for her safety and to protect the house.
