Keep trying, be as tight as you can to a schedule. Is she an adult, or a pup?
Pups require 100% supervision, when they aren't kenneled, and if you are trying to teach an old dog, a new trick, you'll have to get her to understand that the pad is the place. Try sopping up the mess with the pad, so she understands that, that is ok.
