It totally depends on how socialized the dog was when he was a pup. Also, I think socialization at the breeder has something to do with it. Scruffs was never taken on walks (before I got him, he didn't even have a leash) but he is still friendly to other dogs, just sometimes he get intimidated if there are too many dogs. If you get a Shar Pei, just make sure to take it to meet the Yorkie before you decide to keep the Yorkie. I've met unsocialized Yorkies who just bark at everything and Yorkies that want to play and run with all the dogs even if they are only 2 lbs!
