It really does help if when you are able to take them out if you give them potty commands. Tuffy has gotten to a point I can take him out & tell him either go pee or go potty & he will go in a matter of a very few minutes when it's VERY cold. Just be sure to use the same words for what you want them to do each time.
We use potty pads as well.
