B/c they just don't have the spunk, or the poor dogs are too confined in their fancy clothes. It is sad  | Uni's playgroup has 4 tinies, about 3 lbs each, and oh do they have spunk. They are always decked out, but they are hyper and love to play chase with each other. For special occasions they will wear fancy dresses, like at the xmas meetup, but they still play like crazy.
