I've got pee pads in the places he does pee, but I've had to move them around a bit to make up for the fact that he's lifting. I also used somebody's idea here of wrapping a pad around a bottle so he has something to pee against. Hasn't used that yet.

Yes, call the vet right away. The earlier you neuter him the less he will have the need to mark. All the best!
