Default At 4 months lifting leg a lot

Ruger is due for neutering at 5 months old. He used to pee without lifing, but now he is lifting all the time and peeing on vertical objects -- in the house. Should I call my vet and ask about pushing up his scheduled neutering? By the way, does lifting have anything to do with the fact that he hasn't been neutered yet? And, now he's lifting his leg is it too late to break this habit when he finally does get neutered?

I've got pee pads in the places he does pee, but I've had to move them around a bit to make up for the fact that he's lifting. I also used somebody's idea here of wrapping a pad around a bottle so he has something to pee against. Hasn't used that yet.
