Good breeders no not usually release puppies before 12 weeks. Is the breeder providing you with any health guarantees? It is a good idea to have your puppy tested for a liver shunt (bile acid test) this is a serious disease that affects Yorkies.
Your puppy should be neutered at 6-7 months, this is also a good time to have their teeth checked to be sure that baby and adult teeth are not coming in together. I good book for you to read is "Yorkshire Terriers For Dummies". I found it very helpful.
I do not have a vet suggestions for you area of town, I live in Marietta. I hope you are blessed with a happy healthy puppy.
