Wow he should still be with mom. I'd syringe feed him. Blend up food and add chicken baby food to it or chicken broth to make it soft and pasty.
If you don't have a large feeding syringe then take small amounts and put it in the puppies mouth. Don't let them play too much as that will take all his little energy. You can also put peanut butter on the roof of their gums for extra calories.
