from experience I would suggest outside...i have mine trained on pads and i truly regret it...i live in an apt so the pads are on a tray in my bathroom...my bathroom is large but i still hate they are in there...definately outside if it is safe for you to go out at night with the puppy...it wasnt for me so thats why i didn't train her outside
