After all the research that I've done along the way while Cookie has been missing I'm surprised and a little let down to learn that
"in some states a vet can lose their license if they scan a dog and notify the registered owner if the current 'owner' hasn't told them that it was found"
Not to upset you but I'd look into what the laws are in Florida. If vets down there scan all dogs then you're way ahead of some states.
