I would try to do both. Take him out in the morning, when you get home and before bed. While you are gone I would have him in an exercise pen with the floor covered with pee pads. Gradually decrease the size of the pee pad covered area until there is only one pad in the pen. (over several days or weeks). They learn really fast to go on the pads only and outside.

Mine do both and it is the best of both worlds.
