When he whines when you're home, do you let him out while he's whining?? If so, you should not. Don't let him out until he stops whining. If you let him out while he's whining, then he will associate whining with being let out and will never stop.
Maybe try feeding him in the crate with the door open. Then next time close the door while feeding him. I've never personally tried this, but I've heard of people doing this before.
I'm sure it's hard since he won't ever stop whining, but hang in there. The puppy days are so great, yet so frustrating at times too!
