You're most likely dealing with puppy mats. They are frustrating and a stage you just have to get through, if you're growing out her coat. Combing out several times a day will help. Also, if you have her wearing clothes, that will only make the mats worse. So, you might want to limit the time she wears clothes. You can try silk/satin lined garments that also helps somewhat with matting.
You might consider keeping her saddle area shaved down if you're going to keep her in clothing. With her leg and tail hair grown out and clothes on, you can't really tell they are shaved down.
The cornstarch does work on mats, tangles, but puppy mats are different than a mat full grown dogs get. And, my experience was the cornstarch isn't as effective on the puppy type mats. It works, but there will be so many puppy mats, it still takes time to comb them out.
