I had this problem too and spent the money to get a nebulizer. Revival had them for less than $100. My doc gave me an antibiotic to mist thru the nebulizer. I put my pup in a crate, completely covered with towels for 20 minutes per day and nebulized her with the antibotic and in a week she didn't cough any more.
