Poor thing - probably just scared, new people, new surroundings. I honestly think Jackson would act the same way if he was ever rehomed (which he never would be) but when it comes to strangers, he can be shy and somewhat timid, and won't just let anyone pet him. He loves loves loves the people he knows even if he sees you once a year, once he knows you, he loves you forever. But if he was put into a home without me and a bunch of strangers, he would surely be freaking out. So I think it's just a personality thing. Give it more time, a week or more... be patient, use lots of treats, etc. I know with Jackson he is honestly best when people don't make a fuss over him and want to pet him and hold him, he prefers to go up to strangers at his own pace and sniff them etc. I would get down on her level, and place a "treat path" of yummy treats leading up to you and just take things slow.
