You could try a mint toothpaste, if you don't already. I use CET vanilla-mint enzymatic toothpaste and I like the results. You could try brushing his teeth after breakfast so it doesn't smell for the main day. Again after dinner if the smell really bothers you. After daily brushing (I brush well and get every tooth on all sides) and use of CET toothpaste, I do not notice a smell in Scruffs breath. I have also just started using CET hextra chews and bully sticks (gets one or the other, once a day).
