Why doesn't she have papers? Without papers you do not know her pedigree. If she is pure bred, she should have papers.
Are you thinking this is a cheap way to get a parti or Biewer? If so, you are wrong. It would be less expensive to buy one.
and the answer is, "yes" you are not supposed to breed a dog without papers.
