There are many reasons 1)live on the 18th floor of an apartment bldg or even 2nd floor
and 2) owner may be older and cannot handle the cold mornings or 3) the real Biggie
man and woman both work the same hrs. Not many use litter and just the pads but
I do hear it works well if you start them out that way.
