I don't think this is true, in my experience the pad just absorbs the pee so the dog has no idea he didn't pee on the wall and peed on himself (since it really isn't on himself too much). My dog did not stop marking with the belly band, it was only after he was neutered that he stopped. That is just my experience, though.
