Definitely get him neutered ASAP. I got Scruffs and he was marking at 13 months, but when I finally decided to keep him I got him neutered. He still marked for another few weeks after that, but then he stopped. He occasionally pees (but those instances are my fault), and it is a pee spot on the floor, not marking spot. I still think you have a good shot of him not marking if you get him neutered really soon. Otherwise, it isn't going to stop and you need to get a belly band.
