I see these threads every once in a while, the OP is determined to get the puppy, and even though multiple say red flag, don't buy the dog, the person continues to make excuses or shrug off all the information they are receiving because they want the dog anyways. I'm not saying that is what you are doing now, but in the beginning it was person after person saying it was probably a puppy mill and you just tried to believe otherwise. I hate seeing people make mistakes when they are so easily prevented. I don't know why you are still interested in this breeder, when you said she has them outdoors? If I was looking for a puppy, just one red flag and I'd look for a different one. There are so many breeders out there don't just settle on one since a puppy is cheap.
