I think that you have summed up the problem very well. The new owner is too lienent with this little girl. We all know how quickly these little Yorkies will take over if they are allowed to.

Perhaps you could spend a little time with your friend helping her institute a routine of a few minutes per day of basic obedience training, just sit, stay, come, things like that, so the little munchkin learns that the new owner is the pack leader. And the new owner learns to take the dominante roll. Both the owner and the little one will be happier once the owner has taken over a leadership roll.
