Default New Yorkie POO owner

I am a new Yorkie poo owner. Our puppy is only 13 weeks old. I have only had one other dog in my lifetime and it was a lab which was completely different when I was training her. Right now our puppy, Teddy, is a male and I feel clueless in how to train him. We have only had him since Christmas and we are still working on potty training but he does other things too. He is always nipping at our fingers and I read that he is in the teething stage and I have tried giving him a frozen cloth and frozen chicken broth to help numb his mouth but neither seem to be working. Is there anything else I can try? I am also worried because if I go to pick him up or pet him he often runs away. I am never mean with him, never, hit him, never yell and I am not sure why he runs away. I don't know who he came from and how he was treated there because he was a Christmas gift but I feel since he is doing this I am failing in some way. Any thoughts would be greatly appreciated.
