Thats awful. I'm not sure if there are laws about a stolen dog/pet but if there is not there should be. I wonder if the dog was microchipped? I don't know what I would do if something were to happen to Fancy. She goes everywhere with me and I always watch her when she goes outside to potty. I do that though in case there are any other stray/wild animals out there too. I hope the owner is reunited though.
