not necessarily it could be you caught it in the very beginning stage from being something - maybe a reaction to med not sure but i would have it checked out and i would definitely go to opthamologist as chronic conjunctivitis sounds to me like dry eye and especially in an older dog as like humans my opthamologist said as we age our eyes stop producing as much tears as when we are younger and why many people cannot wear contacts as they age as eyes are too dry so i am sure the dogs can have the same issue and that would be a different med for dry eye than conjunctivitis it is cyclosporine
