Definitely yes. I have two pad-trained, all my other dogs have gone outside. The ones that went out, learned to hold it but these two can go when ever the mood strikes them, which is often. Chloe goes about every hour and a half but Willow is a tiny and literally goes every 30 minutes. They hold it all night so I know they can but they know they don't have to, so they don't. They use usually 10 pads daily, sometimes more, neither of them like to use a pad more than 3-4 pees, and only then if they are small pees. In the AM, I have to replace pads ( I keep 2 down side by side) after they first go because they are big pees. The pads are pricey but I couldn't imagine going outside with these two every 30 minutes. I will say I never paid so much attention to my other dogs peeing and pooping like I do with my Yorkies, some days it seems like all I do!
