Oh WOW! I am so sorry this happened. I have no idea what I would do. Believe me, I work with kids and see 'poor parenting' like you'd never believe.
I guess take this as a lesson learned and be thankful your baby wasn't hurt is all you can do.
I always carry Maddie in stores, thus, need to get a stroller.
