All is dependent on your yorkie's coat texture. And of course genetics, nutrition come into play. There are some products that you can use to add temporary shine.....such as Plush Puppy Comb and Shine.
Just a bit of info on coat.
Soft Coated/Wooly Coats do not reflect light, never will become shiney.
