Just keep him out there until he goes. Alternatively, if he doesn't bring him in and put him in a crate and try again in 20 minutes. He will go eventually.
You have to train him that he has no choice. Every time you give him a choice, he wins and you lose. Training a dog is like playing a game, you have to figure out what they're thinking and beat them at it.
