The only suggestion I can give is patience and persistence and a belly band. I got Moses when he was 10 months old and I was told he was paper trained. He was not. He would not go when he was on a leash so walking him was out. Eventually, I put a pad down in our bathroom and would close him in there (with me) and he would go in there. As the months went on, he was allowed outside off a leash and would go, but then he started running, so back on the leash and no going. I finally put him on a long lead and just held the end. I guess he didn't think that was a leash, 'cause now he will go. I have now had him 9 months and just now is he giving signals that I can recognize to tell me he needs to go out. But, he will not go if there is another dog out with him. So, I have to let Isabel and Moses out, then let Isabel back in, then he will do his business. And if he has to go and you miss his signal, he goes back to the bathroom and goes on the rug. Izzy, who is 7, will pee every single time you take her out, but she will also go on a pee pad or a throw rug and nothing I have been able to do will stop her. I used to keep throw rugs down the hall, but one step in cold pee and those rugs were gone.
