I think the rain brings the smells to the surface and he really wants to make sure the others know he's around, maybe he's marking areas he may have missed previously. Or maybe the rain cleans the park and he has to get there to reclaim his territory! Just be thankful that he can go and it's not in your house! That would be a bigger problem!
I'm assuming he's the only one using the back yard?
