I would say call and make a report. I Do Not believe that all Pitt bulls are evil baby eating monsters, but people who do not take the time to be responsible dog owners are the monsters! If after the warning from the authorities are brushed off and the dog is loose again then yes please call the authorities. I understand, where I'm currently station people Never tie their dogs up and they wander free!!! I can't walk Ares and Tank near my home. It is very frustrating! I hope this issue is resolved soon!
