Get him a "Buddy Band". He is marking his territory, not peeing every time. Male pups just love to pee on anything vertical!

I recommend you crate train him and keep a buddy band on him. Only take it off when You want to take him potty. He does not need to go more than 4-6 times per day.. probably even less if you crate him and control his water and food supply to 3-4 times per day and only take him out 30 minutes to one hour after eating, after any naps, and after any long duration in his crate. They also have to pee after excessive playing.
