Um, sorry to be so graphic...but it sounds like you are saying this rash...or "bumps" are directly on the anus, is that correct? If yes, that is such a sensitive area - so full of nerve endings and also prone to infection bc of the blood supply; I'd really recommend a vet see the irritation. If he is continuing to lick, there is something that needs to be diagnosed.

Did you change foods...or change anything around the time these bumps appeared?
