They do make step-in harnesses that are small enough for tiny dogs. I don't know about that particular brand/retailer but I do know places like Petco/Petsmart carry them. Chattiesmom on here also makes custom silk step-ins that are wonderful! We would use them more but Franklin likes to chew on them.
