I have to agree. You should call and report this. As careful as we can be, acciddents still happen. I don't think would be able to overpower the charge of any large dog if it came at me or my furbaby even if I was just walking to the car.
It is not fair you and your dogs are restricted in thier activity or inconvenienced because of this dogs activity.
