That is NOT normal behavior.

First take her to the vet to rule out any medical condition.

Then if it is not medical provide her with a box or crate that she can go to where she feels safe, and most important, don't giver her affection when she is fearful, that will only reinforce that behavior.

Let her explore on her own time and praise her when she is calm, not when she is in a nervous state.
