They did catch and charge them but not for animal cruelty - they called it 'interference with a police animal' which to me - sounds mild. Good for houston though - that's a few more scumbags sitting in jail where they belong....now - there's thousands more to go.

Hope their cellmates are animal lovers with names like 'Bubba'
