She must have been about 8-9 weeks old when you brought her home, which was too young. Unless she has a health issue I would say it sounds like her temperament is not balanced. She is still very young. She needs a lot of reassuring and love, to develop her confidence and personality. It will take some work on your part and time for that. Give her big hugs and kisses, positive attention and guidance. Just because you have one dog that is doing great doesn't mean another one will move in and adjust smoothly into a new home, especially being so young and not have been trained by it's mother. You are now her mother and you will have to treat her like your new baby. Hopefully things will improve soon.
