Uni was scratching a lot before on her shoulders. She was breaking off a lot of her hair. I switched her food with no corn or wheat in it. (I also stopped giving her corn kernels and pieces of my [wheat] bread, I didn't know!) It's been about 2-3 months and she's stopped itching a lot. Her hair is growing back thicker (and darker yay!) on her shoulders.

It could very well be the food you are giving. what are you feeding her? could be something in there she is allergic to. Sometimes changing shampoos is not enough, you have to find out the root of the problem. Allergy tests are horribly time consuming I've heard. Luckily we didn't have to go that route.

If it is the heater, maybe try a humidifier?
