sounds like a staph infection and your dog may be allergic to oatmeal as i never use oatmeal shampoo on allergy dogs as it is a grain so sounds like your dog may be allergic to it. Use dr bronners mild unscented baby shampoo with blue label or a BLUE BUFFALO BLUE HYPOALLERGENIC shampoo. Staph is little red pimple like bumps with crusties on top of it. Your vet did the right thing checking for thyroid as many times it can be sebaceous gland excretion that looks like that but it is more of a greasy surface but no red bumps. I would go to a dermatologist for this. Staph requires 25 days on antibiotics not 14 days as it comes back with a vengeance if the antibiotics are not given long enough. Someone on here recommended chamomille tea rinse as tea kills all infections so you may want to dillute a chamomille tea bag in a big water jug and poor over the skin every 3 days as a rinse and leave on skin - if your dog does not have allergies i would try this over the antibiotics as staph can be killed topically without antibiotics. A vet shampoo that works real weel is duoxo chlorhexedine shampoo so you may want to try that and wash every 3 days until it is killed
