My dad bought steps for his Jack Russell/Shih Tzu mix who has really short legs and she still won't use the stairs. Or at least rarely. I think it's difficult when you've had a dog able to just jump on the couch or be picked up on the couch for a long time to understand what stairs are for. I think practice makes perfect though!
