I would keep trying and make her go slow by holding a treat at each step. I use a ramp and whenever I brought in a new puppy I would spend an hour or two having the go up and down and they pick up pretty quick. The foster pom puppy I have right now had no trouble going up but would have trouble going down but after a few days she learned to go slower.
