What? You mean they will allow you to adopt a sick pup but not a healthy one? If you are good enough to foster, you are good enough to adopt ... especially if they allow you to adopt a sick one. No disrespect to any group, but it just sounds a bit odd to me.
As for pressure....there should never be any pressure on a foster home to adopt. Ever!
