Sweetie, there is no suxch thing as a teacup or a micro mini. That paperwork means nothing, it could belong to any dog. Papers are only as good as the breeder, and it does not sound to me like you have a very good breeder.
See what the vet says about the age, the health and the cough, and also about the testicles, and take it from there.
