They need to transfer his microchip to you. It sounds like a very shady place. May I ask how much youj paid for him? if you do not care to share that information, it is understandable. Do these people have a website?
Tiny yorkies are all over. They are not rare. Many people on here have them.
See what your vet says about the tresticles. he will be able to feel them if he has them. But it is possible they are retained and that it why they decided not to breed him.
