I am always curious about that myself. I think it's just a guess how big they will turn out and a lot depends on their bone structure. I mean if you have a 1.7lb. underweight tall pup and you get it to eat well it won't be on the same weight path as a chubby short one that weighs the same.
They don't all grow the same, just like kids. It's all a guess.
