Default Photoscape
Photoscape is free and you can do just about anything with it now..
Here is the same photo with 3 effects, 1st original, 2nd one with backlight at 75%, and the 3rd is Bloom set at high.
There is so much you can do in photoscape now. Try out some things and post your results here.
